Senator Singer, Assemblyman Schnall Introduce Legislation Creating Term Limits For State Monitors, Requiring Additional Oversight
Legislation sponsored by state Senator Robert Singer and Assemblyman Avi Schnall, both of whom represent the 30th Legislative District, would establish new limits and oversight requirements for state monitors appointed to oversee the operations of financially troubled New Jersey school districts.
The bill, which comes amid the state’s attempted takeover of the Lakewood Public School District, seeks to clarify the process for appointing assistant state monitors, establish defined terms for both state monitors and their assistants, and shift the financial responsibility for assistant monitors from local school districts to the state.
Under current law, the state commissioner of education has the authority to appoint a state monitor to provide direct oversight of a school district’s business operations and personnel matters when certain financial or administrative deficiencies are identified. The commissioner may also appoint additional staff, including assistant state monitors, to support the monitor.
