California is studying a new way to fund its roads: charging drivers by the mile instead of relying on the shrinking gas tax.
In a state test, drivers reported mileage with a plug-in device or an odometer photo and paid 2.8 cents a mile, about $280 per 10,000 miles, with gas taxes credited back. The idea resurfaced this week when a candidate for governor wouldn't rule it out, though nothing has been approved.
